영국 의원과 단체들을 제재한 중국

미국을 비롯한 EU 일부 국가들은 중국 정부가 신장 위구르 지역에서 인권을 유린한다고 비난을 퍼붓고 있습니다.

이에 참다 못한 중국은 영국의 중국 연구그룹, 보수당 인권위원회, 위구르 재판소, 런던의 대표적 로펌인 에식스 코트 챔버스 등 4개 기관과 터겐다트, 이언 던컨 스미스, 닐 오브라이언, 팀 로튼, 누스랏 가니 등 5명의 국회의원과 데이비드 앨튼, 헬레나 케네디, 학자인 조앤 스미스 핀리, 변호사 제프리 등에 대하여 제재를 가했습니다.

중국 정부는 거짓말과 허위 정보에 기초한 이 조치는 국제 관계를 지배하는 국제법과 기본 규범을 명백히 위반하고, 중국의 내정에 심각한 간섭을 하고 있는데 이는 중국과 영국 관계를 심각하게 손상시킨다는 이유에서 였습니다.

이에 따라 단체 관계자와 직계 가족은 중국 본토는 물론 홍콩, 마카오에 입국할 수 없으며 그들의 재산은 동결될 것이라며 강력한 카드를 꺼내들었습니다.

그러나 이언 던컨 스미스는 "중국인의 홍콩 내 인권 유린을 외치는 것은 우리의 의무라며 법 아래서 자유로운 삶을 사는 우리 가운데는 목소리가 없는 사람을 대변해야 한다."며 물러서지 않고 있습니다.

중국은 영국 내 개인과 단체를 겨냥해 중국 정부의 위구르 회교도 처우에 대해 "악의적으로 거짓말과 허위사실을 퍼뜨린다"며 신장에 대한 보복 제재를 강화했다.

China has issued more retaliatory santions over Xinjiang, targeting individuals and entities in the United Kingdom it says "maliciously spread lies and disinformation" regarding Beijing's treatment of  Uyghur Muslims. 

중국 외교부는 28일 성명을 통해 "영국이 중국 관련 개인과 단체에 대해 일방적인 제재를 가했다"고 밝혔다.

"거짓말과 허위 정보에 기초한 이 조치는 국제 관계를 지배하는 국제법과 기본 규범을 명백히 위반하고, 중국의 내정에 심각한 간섭을 하고, 중국과 영국 관계를 심각하게 손상시킵니다."

In a statement Friday, China's foreign ministry said the UK had "imposed unilateral sanctions on relevant Chinese individuals and entity, citing the so-called human rights issues in Xinjiang."

"This move, based on nothing but lies and disinformation, flagrantly breaches international law and basic norms governing international relations, grossly interferes in China's internal affairs, and severely undermines China-UK relations."

제재된 사람들로는 톰 터겐다트, 이언 던컨 스미스, 닐 오브라이언, 팀 로튼, 누스랏 가니 등 5명의 국회의원과 데이비드 앨튼, 헬레나 케네디, 학자인 조앤 스미스 핀리, 변호사 제프리 등이 있습니다.

Those sanctioned include five members of Parliament -- Tom Tugendhat, Iain Duncan Smith, Neil O'Brien, Tim Loughton and Nusrat Ghani -- and two members of the House of Lords, David Alton and Helena Kennedy, as well as academic Joanne Smith Finley and barrister Geoffrey Nice. 

중국 연구그룹, 보수당 인권위원회, 위구르 재판소, 런던의 대표적 로펌인 에식스 코트 챔버스 등 4개 기관도 베이징에 의해 지명됐다.

Four entities were also named by Beijing: the China Research Group, Conservative Party Human Rights Commission, Uyghur Tribunal, and Essex Court Chambers, a leading London law firm. 

중국 외교부 성명은 "중국은 국가 주권, 안보, 개발 이익을 지키겠다는 의지를 확고히 하고 있으며 영국 측이 더 이상 잘못된 길로 내려가지 않을 것을 경고한다"고 밝혔다. "그렇지 않으면 중국은 단호하게 더 많은 반응을 보일 것입니다."

"China is firmly determined to safeguard its national sovereignty, security and development interests, and warns the UK side not go further down the wrong path," the Chinese foreign ministry statement said. "Otherwise, China will resolutely make further reactions."

이들 관계자와 직계 가족은 중국 본토, 홍콩, 마카오에 입국할 수 없다. 외교부 성명에 따르면 중국 내 그들의 재산은 동결될 것이며, 중국 시민들과 기관들은 그들과 거래하는 것을 금지할 것이라고 한다.

Those individuals concerned and their immediate family members are prohibited from entering mainland China, Hong Kong and Macao. Their property in China will be frozen, and Chinese citizens and institutions will be prohibited from doing business with them, according to the foreign ministry statement.

중국 주재 영국 대사도 베이징에 소환돼 "엄숙한 대변인, 확고한 반대, 강한 비난"을 표명했다.

The UK's ambassador to China has also been summoned by Beijing, to lodge what it described as "solemn representations, expressing firm opposition and strong condemnation."

홍콩에서의 계속되는 단속의 결과로 중국과 런던간의 관계가 악화되고 있는 반면, 영국은 중국과의 역사적인 협정을 단절할 것을 제안했지만, 새로운 제재는 그들을 새로운 최저점으로 몰아넣을 수 있다.

While relations between Beijing and London have suffered as a result of the ongoing crackdown in Hong Kong, which the UK has suggested breaches a historic agreement with China, the new sanctions could send them to new lows. 

영국을 방문한 데이비드 캐머런 당시 영국 총리가 시진핑 중국 국가주석이 영국을 방문하는 동안 맥주 한잔을 나누며 "새로운 황금 시대"를 누리던 불과 5년 전과는 확연히 대조적이다.

Certainly it is a marked contrast from only five years ago, when then-British Prime Minister David Cameron shared a beer with Chinese President Xi Jinping during a visit to the UK that was supposed to begin a "new golden era" in ties between the two nations. 

트위터의 뉴스에 대해, 보수당의 전 당수이자 하원의원인 이안 던컨 스미스는, 자신에 대한 제재는 "영예의 배지"라고 말했다.

던컨 스미스는 "중국인(정부)의 홍콩 내 인권 유린을 외치는 것은 우리의 의무"라고 썼다. 법 아래서 자유로운 삶을 사는 우리 가운데는 목소리가 없는 사람을 대변해야 한다."

Reacting to the news on Twitter, Iain Duncan Smith, an MP and former leader of the Conservative Party, said the sanctions against him were a "badge of honour." 

"It's our duty to call out the Chinese (government's) human rights abuse in Hong Kong (and) the genocide of the Uyghurs," Duncan Smith wrote. "Those of us who live free lives under the rule of law must speak for those who have no voice."

영국 학자 스미스 핀리는 신장에 대해 "진실을 말한 것"과 양심을 가졌다는 이유로 제재를 받았다고 말했다.

"저는 목소리를 낸 것에 대해 후회하지 않고, 침묵을 지키지도 않을 것입니다,"라고 그녀는 트위터를 통해 말했다.

Smith Finley, the British academic, said she had been sanctioned "for speaking the truth" about Xinjiang "and for having a conscience." 

"I have no regrets for speaking out, and I will not be silenced," she tweeted.

이번 조치는 영국이 유럽연합, 캐나다, 미국과 공동으로 월요일 신장에 대한 새로운 제재조치를 발표한 후 나온 것이다.

The measures come after the UK, in coordination with the European Union, Canada and the United States, announced new sanctions Monday over Xinjiang, targeting those responsible for the crackdown there. 

안토니 블링켄 미 국무장관은 "이번 조치는 인권 존중을 진전시키고 이러한 만행에 책임이 있는 (중국) 정부와 (공산당)의 사람들을 조명하기 위해 다각적으로 노력하겠다는 우리의 지속적인 의지를 보여준다"고 말했다.

"These actions demonstrate our ongoing commitment to working multilaterally to advance respect for human rights and shining a light on those in the (Chinese) government and (Communist Party) responsible for these atrocities," US Secretary of State Antony Blinken said following the move. 

중국은 10명의 EU 정치인들과 4개 단체에 대한 제재를 발표하면서 거의 즉시 티격태격 처벌로 대응했는데 이는 공격적인 조치로 브뤼셀과의 관계를 의심하게 만들었다.

화춘잉 중국 외교부 대변인은 24일(현지시간) "미국과 서방세계는 오랫동아 민주주의와 인권을 핑계로 다른 나라의 내정간섭을 원한다."고 밝혔다.

그러나 데이비드 사솔리 유럽의회 의장은 성명을 통해 중국의 유럽의회 의원 제재는 "받아들일 수 없으며 결과를 초래할 것"이라고 말했다.

Speaking Monday, Chinese foreign ministry spokeswoman Hua Chunying said "for a long period, the US and the West wantonly interfered in other countries' domestic affairs by using democracy and human rights as an excuse."

In a statement, however, David Sassoli, President of the European Parliament, said China's sanctioning of members of the European Parliament was "unacceptable and will have consequences."
